2. How are JP patent publications numbered? Is there a standard system?
There are three kinds.
e.g. 2013-125621 means a 125621th publication in 2013.
e.g. 13-125621 or H13-125621 or Hei13-125621 means a 125621th publication in Heisei 13( = 13+1988 = 1999).

e.g. 59-190201 or S59-190201 or Sho59-190201 means a 190201th publication in Showa 59 ( = 59+1925 = 1984).

If the 2-digit number before hyphen is less than 15, it’s Heisei. If it’s over 15 it’s Showa.
3. How do I tell the difference between a JP patent application number and a JP publication number?
We use “特願” for application number, and “特開” for publication number.
Without these Chinese character, you cannot tell from the structure. Both are 4digit-6digit.
You can tell from the situation.
If the number is cited in Office Action or ISR, it’s always publication number.
If the number is used in our report, it’s always application number.
4. Is there a web site from which I can obtain free machine-translations of JP patent documents??
The aforementioned website provides machine translation but only for documents after around 1994.
